BOTH. Peter's job is protect Gaga and he doesn't matter a persistent fan, press, paparazzis. He go out of limits but the kid was annoying trying to get a hugh, kiss or photo of Gaga and you can perfectly see that she's freak out

You have blessings in your country (I've been there) to not worrying about extreme protection (germ warfare, etc.). I'd rather see Gaga protected than lose her brilliant music and talent to a crazy person!

And what if he let Gaga get hurt by not protecting her with the force of protection he is capable of? Then how would you feel and react? Not to be rude but please rethink; it is better to be safe than sorry! We in the US know this all too well because of all the threats!
