I like them both. They are too different to choose one over the other.

When you put them all here like that, it's hard to say. The Fame Monster is my absolute favourite though. ARTPOP I don't think is Gaga's greatest but I still like it. It's the kind of music I need to hear during random moments and is so creepy how it touches you on some of those songs. Cheek To Cheek is something absolutely different, nonetheless it is still Gaga and I love it. It's her real voice, and it's soft background music I can listen to while I'm writing. And also at Starbucks, coffee shops alike, and my favourite chain of bookstores :)
