I think they do it because people are like " oh it is illuminati, it is devil etc". It is all about making attention. By the way it is not devil at all. How someone like Gaga, godness of love and tolerance can be devil.

It's said to be a reference to the devil, because in the middle ages, they always picture him with one eye (it's not illuminate, because illuminate has nothing to do with the devil, it's called satanism)

It's the a-ok signal. Putting it in front of one or both eyes means "my vision is clear." Gaga is stating that she is fully aware of her past, present, and future! She knows her aspirations and goals!

It's an expression type of thing. But, honestly, I think they do it to play on the 'illuminati' conspiracy. That's why some people say that these people are satanists and illuminati puppets, etc. Basically, they're just playing on the fact that some people think celebrities are somehow working for the 'illuminati'
