I do believe Katy is copying Gaga, maybe not even intentionally. Because a lot of the stuff in Katy's Prismatic tour are close to identical to the stage props and costumes I saw IN PERSON at Gaga's born this way ball tour. I am also a fan of Katy so I'm not playing the hate game, but I must admit it does make me angry to see Katy doing this. I'm glad I didn't buy a ticket to her tour.
