They published it because in the interview Gaga talked about a future album... But it's not a confirmed information, she told that she has already recorded a whole new album, which doesn't mean she's going to publish it soon...

this could just as easy be a mistake. maybe they had mistaken gaga when she said she has a whole second act of artpop on SXSW, maybe they got a little too excited
