You can't define somebody as a "flop" only because of his or her success. The important thing is, that the artist touches the people and is able to spread the message he wants to affect the people in a positive way. And gaga did this the whole time. Through all eras. These people/critics, who say gaga is a flop, don't know anything about her, ARTPOP or the deeper sense of making music and art.
