The movie depicted it that way. In the book, they were freaks. Like seriously freaks. They would dye their skin. One of Katniss's assistants dyed her skin pea green. And one lady got plastic surgery to look like a cat, with whiskers and tatoos and her voice purred. So in the Hunger Games MOVIE, people dressed like Gaga. But not so much in the books.
