This is a phenomenon called pareidolia: the human tendency to perceive faces (or other things, but especially faces) on the basis of very little actual detail. And the face is often seen as a religious figure, just because a) some people spend a lot of time thinking about religious figures, and b) the image is sometimes seen as "miraculous", and is thus pre-associated with workers of miracles. But there really is nothing miraculous or even strange about it.
