I think she consciously didn't take the common, mainstream approach which most big acts do, i.e. morning talk shows, late night talk shows, mtv/vh1 specials, etc., when promoting this album. It's like she chose not to hit the big markets/general public for the release of ARTPOP. She's taking a more grassroots approach by involving/giving back to her fans this era (artRave, SwineFest, track list release, etc.) and doing tons of radio interviews (to both big & small stations). With BTW, there was a massive media blitz of gaga right before the album was released. She was on all the talk shows, morning shows, rolling stone, mtv, everywhere!!! This time, her biggest appearance (SNL) came out almost 1 week after ARTPOP was released. Everything's geared towards her fans & I love her for that.
