She probably can't just put both. Artistic reasons aside, Interscope does have a say and a certain amount of "control" over what she can do. Marketing wise, 15 is usually the cut off, pricing is part of the reason. Besides, I'd rather have the 15 best. The app will give us more. Look at the Fame Monster. So short, but so fantastic.
