Gaga could of used the word 'Burqa' as a metaphor, it could mean that under all of the wigs, makeup and clothes Stefani is still there and she wants to make a comeback. Another clue towards this idea is that Gaga recently posted a picture of herself on Twitter with the caption "She wants revenge.", this could also add to the idea that Stefani could return.
